Fetishizing free trade

Free trade is supposed to be about a principle: nondiscrimination between domestic and foreign goods. Sometimes following that principle requires taxes and subsidies at the border! Thus, “border adjustments” on VATs — taxes on imports, rebates on exports — are what’s needed so that the VAT is an overall tax on consumption, regardless of where the goods are produced.

付加価値税においては、国境税調整、つまり、輸出時免税、輸入時課税を行うことにより、国外取引における中立性を保とうとするシステムが存在します。

二酸化炭素排出量を課税対象にするときも、一国主義では成り立たないのですね。

たくさんついたコメントは、クルーグマンを馬鹿呼ばわりするものから、かなり論理的に検討しているものまでさまざまです。いずれも、本音の議論かなと。

結局、炭素税も付加価値税も自由貿易市場もすべて観念上の産物なのに実際の人間の生活に大きな影響を及ぼすというところが共通項なんでしょう。だから、自分がおかれている立場によって評価が異なるのはしょうがない。

付加価値税を利用した環境税脱税の話が実に象徴的です。学者の考えと、娑婆の頭の良く回るやつとの違い。これって、金融恐慌のときも同じですよね。

日本の税制改革案であまり議論されていませんが、イギリスも富裕層の所得課税強化にシフトしてきています。

LONDON -- In this land of inherited privilege and celebrity billionaires, it no longer pays as much to be rich.

Hobbled by soaring debt and ballooning public spending amid the global financial crisis, the British government is joining others around the globe in tapping the wealthy to cover massive shortfalls. As a result, the tax rate here for those making more than $250,000 a year is set to jump from 40 to 50 percent, leaving the likes of Charlie Mullins -- the self-made king of London plumbing -- fuming. He estimates that the new bill on his $2.5 million annual income, with exemptions, will jump by no less than $236,000.

イギリスも最高税率を40%から50%に上げてきています。

日本は、依然として40%のままですね。住民税10%とあわせると50%ですが、この一律10%の住民税は、低所得層を直撃しているわけです。さらに、年金所得者からの地方税、つまり住民税の特別徴収も始まりましたし。
これを全部やったのは、阿部内閣です。

アメリカのガイトナー財務長官は所得増税を考えていないと。

まあ、財政赤字をどう消すかというのは問題ですが、下手に景気がそこ打ちしたからといって増税すると、日本の橋本内閣の二の舞になりますからね。
