Some Consolation for Those in the Top Tax Bracket

By PAUL SULLIVAN
Published: March 6, 2009

GENERALLY, being called wealthy is a compliment akin to being deemed intelligent or beautiful: Who wouldn’t want it? These days, though, some of the people who have been anointed as rich by President Obama’s tax proposals certainly don’t feel that way.

And that is particularly true for a certain group of residents in the Northeast and on the West Coast. A couple earning $250,000 a year may seem rich in much of the country. But in New York and San Francisco, the high cost of living makes them feel upper middle class, at best. “It may seem excessive to own a $1 million piece of real estate, but in these markets that’s entry level,” said Ron Florance, senior vice president and director of asset allocation for Wells Fargo Private Bank.

House Bill for a Carbon Tax to Cut Emissions Faces a Steep Climb
By JOHN M. BRODER
Published: March 6, 2009

WASHINGTON — Representative John B. Larson embarked again this week on his lonely quest to enact a national tax on carbon dioxide emissions.

His idea is to set a modest price on a ton of emissions, gradually increasing it each year until the desired reduction in heat-trapping-gas pollution is achieved. Under the bill he introduced this week, virtually all the revenues from the tax would be returned to the public in lower payroll taxes.

Swiss minister rejects U.S. demand for UBS data: report
Sat Mar 7, 2009 10:33am EST

ZURICH (Reuters) - Switzerland rejects U.S. demands that the country's largest bank UBS should hand over the data of 52,000 U.S. clients, Swiss newspaper Berner Zeitung quoted the Swiss justice minister as saying on Saturday.

The group of experts the government appointed to assess how the country should proceed with its bank secrecy rules amid mounting international pressure, would not decide on the issue of UBS data, justice minister Eveline Widmer-Schlumpf said according to an interview published on the paper's website.

"These are UBS's client data," she said. "They are requested without substantiated suspicion. This is against our legal norms and it is against the agreements we have with the United States.

"One can absolutely not cave in to this demand," she was quoted as saying.

The Big Dither

By PAUL KRUGMAN
Published: March 5, 2009

Last month, in his big speech to Congress, President Obama argued for bold steps to fix America’s dysfunctional banks. “While the cost of action will be great,” he declared, “I can assure you that the cost of inaction will be far greater, for it could result in an economy that sputters along for not months or years, but perhaps a decade.”

Many analysts agree. But among people I talk to there’s a growing sense of frustration, even panic, over Mr. Obama’s failure to match his words with deeds. The reality is that when it comes to dealing with the banks, the Obama administration is dithering. Policy is stuck in a holding pattern.

So why has this zombie idea — it keeps being killed, but it keeps coming back — taken such a powerful grip? The answer, I fear, is that officials still aren’t willing to face the facts. They don’t want to face up to the dire state of major financial institutions because it’s very hard to rescue an essentially insolvent bank without, at least temporarily, taking it over. And temporary nationalization is still, apparently, considered unthinkable.

But this refusal to face the facts means, in practice, an absence of action. And I share the president’s fears: inaction could result in an economy that sputters along, not for months or years, but for a decade or more.
