晴れてはいますが、相変わらず北風、肌に冷たいです。

さすがに木々も芽吹きだしてはいますが。

空気が乾燥しているので、なおさら肌寒く感じるような気がします。この2週間ほど、午後は、ひたすら眠いのです。夜は、ちゃんと寝て、朝は、ちゃんと起きて、というサイクルは今年ずっと維持しているのですが。

フリートウッドマックを聞きながら寝ようと思い、Albatros は4曲目。そこまでは何とかおきているだろうと思ったのですが。1969年のマックの演奏は、同時代のグループに比べると時代遅れですね。The Iveys の1969年のアルバムの方がはるかに、洗練されています。1950年代のシカゴ・ブルースから一歩も出ていない訳で。

アーバン・ブルースの時代というのは本当にあったのでしょうか。つまり、アメリカのアフロ・アメリカン大衆が最も親しむ音楽としてブルースが存在していた時代というのは1930~1950年というあたりなのではないのかなと、最近、考えます。

戦後、ジャンプ・ブルースなどにその根を持つR&B(R&R)は、1950年代初頭には、圧倒的な支持を得るようになるわけですから。

1966年を理解するためには、1950年代を理解せねばと思う、バナナ共和国民の独り言でした。

G20を前にして、金持ちに、税金をかけろってデモが行われているとロイターが報じています。

G20で議論される予定のテーマのひとつがタックス・ヘイブンと課税問題です。

WASHINGTON (Reuters) - The G20 group of major economic powers will issue a statement next week encouraging countries that serve as "tax havens" to increase transparency and adopt international standards, a U.S. official said on Saturday.

Michael Froman, deputy national security adviser for international economic affairs, told reporters in a conference call the G20 nations had agreed on the need for reform in that arena.

"I think there is broad agreement among the G20 that it's important to bring the offshore financial centers into the overall community of the global economy and under appropriate rules of the road," he said.

"Ultimately it will be represented in the leaders' communique, of things that can be done to encourage them to adopt international standards of behavior around transparency and disclosure and things of that sort."

BERN, Switzerland -- This country may be politically neutral, but the Swiss are girding for battle to protect one of their most cherished values: banking secrecy.

This week, when the world's economic powers meet in London to address the global financial crisis, the agenda will include a crackdown on tax havens -- places such as Switzerland, where tax-dodging investors can safely and anonymously hide their assets.

The tax code would require Switzerland to share banking records with other countries when individuals are suspected of tax evasion at home, something the Swiss have refused to do for years.

Tax evasion -- failing to declare income or assets -- is a civil offense in Switzerland. It is viewed in the same light as jaywalking: a commonly overlooked offense that can result in a fine if you happen to get caught.

Switzerland does supply bank records to other countries in cases of tax fraud, a criminal offense that involves actively lying to authorities, instead of just neglecting to report income. Few other countries recognize the distinction, however, and had prodded the Swiss for years to cooperate more.

tax evasion とtax fraud (刑事訴追の対象となるもの)とでは、スイスの国内法における対処は異なるということですね。
単なる無申告者に関して、その情報を他国に通報する義務を負わないとしているわけです。ここがスイスの生命線だからですね、銀行国家としての。

不況による財政収支の悪化、他方、景気刺激策としての減税を行うという基本方針をアメリカの現政権は打ち出していますが、地方政府はやはり苦しい。ニュー・ヨーク州政府は、州上下両院の多数派を民主党が握り高所得者に対する課税を強化する方向です。
Deal Is Reached to Raise Taxes on Top Earners in New York

Gov. David A. Paterson and leaders of the Legislature have reached a deal to temporarily raise taxes on New York’s highest earners in order to close the state’s yawning budget deficit, lawmakers and officials involved in the talks said on Saturday.

Although the proposed tax has been called a “millionaires’ tax,” it would affect those with incomes starting at $300,000, who would be taxed at a rate of 7.85 percent. The highest bracket would carry a tax rate of 8.97 percent — the same as New Jersey’s current highest rate.

30万ドル以上の所得者を対象に限界税率を7.85ないし8.97%にするというものです。

予断ですが、日本は、現在、個人住民税に関しては所得金額にかかわらず一律10%なのですね。地方自治体から受ける便益を応益負担するのだという理屈を用いているわけです。
これに国保、後期高齢者に対する高額な保険料負担等のことを書き出すと怒りが爆発するのでやめます。

私がブログで怒るのではなく、普通の人がなぜ、怒らないのですか?これ、みんなタケナカ、コイズミが敷いた路線でアベ時代に法制化されているんですよ。

とはいうものの、政策はあっちへ揺れこっちへゆれです。以前にも触れたことがあるわ議論ですが。

Reporting from Washington -- Faced with mounting budget deficits and the enormous cost of overhauling the nation's healthcare system, Democrats and Republicans on Capitol Hill are expressing increasing openness to an idea that once seemed unthinkable: putting taxes on some healthcare benefits.

The idea of taxing medical insurance benefits has long worried many lawmakers, who are concerned that new taxes could jeopardize the employer-based health system most Americans rely on.

医療保険等による、医療サービスを受けて得る経済的利益はどこの国も課税していないと思うのですが、それに課税しようというわけです。

日本の場合は、医療保険料は所得控除の対象で課税されない、医療費の7割を保険者が負担するわけですが、この分に対しても医療を受けた人には課税されません。ただし、医療行為をした医療機関には、課税されているわけですね。消費税は、「非課税」ですが。

アメリカの場合、医療機関が免税団体に該当するという場合があるのかどうか、ちょっと調べなければいけません。医療機関に課税されているのであれば、二重課税ということになりますが、医療機関が免税団体だとすれば、話は若干変わってくるように思えます。
課税を是とするという意味ではありませんが。

いずれにしろ、租税法領域に社会保障制度の問題が必ず絡んでくるので単純な比較をして同行という議論は慎まなければなりません。

宿題ですね。
